Government the enclosed draft of a Bill to amend the

Merchant Shipping Ordinance, 1899.

The amendments in the Principal

Ordinance effected by the Bill are fully explained in the

Memorandum by the Harbour Master which for convenience of

reference has been appended to the statement of the objects

and reasons for the Bill.

I take this opportunity of

acknowledging Your Lordship's Circular Despatch of the

7th. of October and of informing you that the Regulations

which formed enclosure to it have been published in the

Colony. I have also to acknowledge your Circular of the

12th.
